The rise of artificial intelligence in the world

In 2018, artificial intelligence has become a hot word of international science and technology development. In March, French President Mark Long announced the French artificial intelligence development strategy, plans to spend 1.5 billion euros, and adopted a number of measures to make France a strong artificial intelligence. In April, the British Parliament issued a report on the Plan, Capabilities and Directions for the Development of Artificial Intelligence in the UK, arguing that the UK has the ability to become a leader in artificial intelligence technology. At the end of the same month, the European Commission submitted a report entitled "EU Artificial Intelligence", describing the EU's position in the international artificial intelligence competition, formulating the EU artificial intelligence action plan, and proposing development goals. In May, the White House held an artificial intelligence technology summit in the United States, announcing the establishment of a special committee for artificial intelligence.

In addition, the United States attaches great importance to the application of artificial intelligence in national defense. In June, the US Department of Defense announced the establishment of the Joint Artificial Intelligence Center (JAIC) to accelerate the development of military intelligence technology. In September, the US Defense Advanced Research Projects Agency (DARPA) announced that it will invest $2 billion in the next five years to develop a new generation of artificial intelligence technology.

Intelligentization is seen as the leader of the industrial revolution. Lian Yong, an academician of the Singapore Academy of Engineering, told the Science and Technology Daily that the current direction of science and technology is to reduce the burden of human work and enable human beings to have more time to think and innovate to meet the increasing spiritual needs of mankind. Therefore, intelligent technology helps human beings to complete other work is an inevitable trend, and intelligence is also the general direction of the fourth industrial revolution.

Industry intelligence still takes time [1]23]

Recently, more and more products claim to use artificial intelligence technology, and intelligence seems to “fly into the homes of ordinary people” overnight. Is it so easy to realize industrial intelligence?

Chen Junlong, a member of the European Academy of Sciences and a professor at the University of Macau, said that many products obscured the concept of computer automation and artificial intelligence technology in order to “smart” the heat, which led to the “generalization” of current smart products. Industrial intelligence needs to continuously promote the application of artificial intelligence in various industries, continuously solve engineering and scientific problems in applications, and continuously apply closed-loop cycles of application-discovery-solving-re-application, which still takes more than ten years.

Lian Yong believes that the current application of artificial intelligence is still mainly concentrated in the field of audio and video. In order to truly industrialize, it is necessary to break through some technical bottlenecks. For example, the embedded intelligent components necessary for industrial intelligent networking can not meet the requirements in terms of algorithms and hardware, and the 5G technology for ensuring high-speed communication between intelligent systems is not fully mature. More importantly, current artificial intelligence technologies require huge databases, and the collection and labeling of such data is difficult to solve. In addition, many of the current intelligent algorithms do not have the ability to reason and make decisions, and the stability and reliability do not meet the requirements of industrialization. Therefore, many "intelligent" applications now only add some smart elements and cannot be called real artificial intelligence.

China's advantages and challenges coexist

The global intelligent industry is changing, what is China's position?

Chinese Academy of Engineering Chai Tianyou pointed out in the report of the conference that China has three major advantages in the development of industrial artificial intelligence: one is the strong R&D team and the talent advantage of high-volume professional researchers; the second is the largest in the world. The experimental environment provided by the manufacturing industry; the third is the policy advantage of the national strategy and industry needs. Recognizing the challenges, finding good ideas, and seize the opportunity, China can walk in the forefront of the international arena.

Chen Junlong also said that the level of China's smart industry technology is not far from that of developed countries, but it has the advantage of large volume and large quantity, and should play a leading role in the international industrial intelligence. The government must have the spirit of "squatting" and must persist in investing in intelligence, card neck technology and scientific issues. It must not only solve problems in short-term applications, nor can it be eager for quick success and eagerness for success.
